This year’s report added a new group — English Language Learners — to its analysis of states’ efforts to hold schools accountable. The number of English Language Learner students increased by 57 percent nationwide between 1995 and 2005. There are now about 5.1 million English Language Learner students in public schools today.

But a 12-year-old boy calmly told a Collier County Circuit Court jury about the cold December night about six years ago, when a man abducted him from Golden Gate Community Park and sexually assaulted him with a stick. “I was riding a scooter and he said, ‘Do you want one of those with a motor on it? and I said, ‘Yes,’ and I went with him,” the boy testified during the first day of testimony in the rape and kidnapping trial of 38-year-old William Lee Salisbury, a three-time convicted sex offender now serving life for abducting a different 6-year-old four months after this boy’s abduction.
