A Golden Gate man was charged with attempted murder Tuesday night after running down a 21-year veteran of the Collier County Sheriff’s Office during a high-speed pursuit earlier in the day.

A Collier County Sheriff's officer looks into the car driven by Jesus Moreno, 21, 4210 Washington Lane #101, Naples, that was involved in a high-speed chase that injured a deputy.
Cpl. Bill Pschigoda was taken by air ambulance to Lee Memorial Hospital in Fort Myers on Tuesday afternoon with serious injuries, authorities said. He was hit by 21-year-old Jesus Moreno, 4210 Washington Lane, No. 101, who family members describe as a troubled young man with a cocaine problem.
Hospital officials wouldn’t comment on Pschigoda’s condition Tuesday evening. Family members and several Collier County sheriff’s deputies were gathered at the hospital, but declined comment.
Pschigoda was hit Tuesday afternoon after another sheriff’s deputy attempted to stop Moreno, who was driving a maroon Hyundai recklessly on Collier Boulevard near Golden Gate Parkway, the Collier County Sheriff’s Office reported. Moreno didn’t stop and continued south on Collier Boulevard, driving through several red lights.
At about 12:25 p.m., near the intersection of U.S. 41 East and Collier Boulevard, Pschigoda laid stop sticks across the road in an attempt to flatten the Hyundai’s tires. But when Moreno approached the intersection, he swerved around the stop sticks and struck Pschigoda, who was standing beside the road, Sheriff’s Office spokeswoman Kristin Adams said.
Moreno then turned right on U.S. 41 East, heading toward Naples.
“The whole length of (U.S.) 41 he was speeding, weaving and deputies were still pursuing him,” Adams said.
Moreno was involved in a minor traffic crash near the intersection with Airport-Pulling Road, authorities said, and then turned right onto Airport-Pulling at about 12:33 p.m.
He then turned into the entrance to the Heron Park Apartments and was rammed in the driver’s side by a deputy driving a marked sport utility vehicle.
“Because he had struck another vehicle, struck a deputy and was in disregard of others on the roadway, a decision was made to end the pursuit as safely as possible,” Adams said. “He was not cooperative with deputies when they tried to remove him from his vehicle.
“They fought with him and he was (hit with a Taser) to get him under control.”
Moreno then was transported to Downtown Naples Hospital for an evaluation, officials said.
The Sheriff’s Office reported that Moreno is a documented gang associate with a string of arrests during the past two years. His most recent arrests include aggravated battery, criminal mischief and violating an injunction in 2006. He was arrested in 2004 on charges of cocaine possession and violating his probation.
Moreno also was arrested five times in 2003 and 2004 on charges of driving with a suspended driver’s license, authorities said. His driver’s license is currently suspended and he is listed as a habitual traffic offender, the Sheriff’s Office reported.
The Florida Highway Patrol assisted the Sheriff’s Office at the scene where he was apprehended. The maroon Hyundai remained in the roadway with a dented body, an exploded tire and a smashed windshield as investigators combed the scene.
A section of the southbound lane of Collier Boulevard, from the entrance to the Freedom Square shopping center to U.S. 41, was shut down to traffic as investigators inspected the area. Traffic on Collier Boulevard was backed up about a quarter mile at about 4 p.m.
An online records search revealed that the maroon Hyundai is owned by Corina Zamarripa of 17016 Morgan Drive. When initially contacted Tuesday afternoon by a reporter, she didn’t know that her car, which is normally driven by her daughter, Marya, had been involved in the crash.
She said that Moreno is the ex-boyfriend of Marya, and he and Marya have two daughters together. Moreno didn’t have permission to be driving her car, Zamarripa said. She said Marya went to work Tuesday morning with her aunt, and that Moreno must have taken the car after they left.
Zamarripa said she doesn’t talk to Moreno because she doesn’t like him.
“He’s always in jail,” she said. “He’s a troublemaker, 100 percent.”
Moreno’s sister, Eliana Moreno, 23, said Tuesday evening while sitting next to the family’s Christmas tree that her brother has been in a lot of trouble because of a cocaine habit. She said she hasn’t seen her brother in days.
“We knew he was up to no good,” Eliana said. “When we don’t see him for days, he’s up to his old routines. Whenever he was doing something, he would just drive around and get lost.
“I don’t know why he didn’t just stop. I don’t know what happened to him today.”
Eliana Moreno said her family has gotten to a point with her younger brother where they can’t stop him from doing drugs and can’t help him. She said the family feels bad about what happened to Pschigoda, and thinks that her brother needs to be in jail.
“We’d rather see him in jail than dead or what happened today,” Eliana Moreno said. “We’re very sorry for what happened. We wish the deputy the best. Believe us, we would prefer to have something happen to Jesus than to somebody else.”
The Sheriff’s Office described Pschigoda as a highly decorated and dedicated law enforcement officer. He started with the Sheriff’s Office on Dec. 4, 1985, as a dispatcher. He went on road patrol on March 4, 1988, and worked on Marco Island, in the marine unit and in East Naples, where he is currently assigned.
Pschigoda has been awarded several lifesaving awards during his career, the Sheriff’s Office reported.
Chris Byrne, division chief of the Marco Island fire department, said Tuesday night that everyone in that department knew Pschigoda.
“I had calls all day from basically everybody I know seeing if he was all right,” Byrne said. “All of our hopes and prayers are with him and we hope for the best for him and his family.”
In addition to the attempted murder charge, Moreno also was charged with aggravated fleeing and eluding, a first-degree felony, leaving the scene of a crash with bodily injury, a second-degree felony, and reckless driving, a third-degree felony. He also faces several traffic citations, such as driving with a suspended license, the Sheriff’s Office reported.
Moreno is being held in the Collier County jail pending his first appearance in court.
While the FHP is continuing the investigation of the crash scene, the Sheriff’s Office and the State Attorney’s Office are conducting concurrent criminal investigations to determine if Moreno intentionally hit Pschigoda.

I can not believe this happened. My husband is an officer and we know the one that was injured. Our prayers are with him and his family right now,as I'm sure the whole law enforcement community is waiting and praying.

Wow...you see it more and more here in SWFL. I was nearly run off the road last night st 10pm on Immokalee Rd by two senseless drivers drag racing at speeds that shook my vehicle as they passed me. Hope this deputy recovers and the person that hit him suffers a stiff penalty.

My husband is a firefighter and knows a lot of the deputies personally. We're waiting for them to release the officer's identity. We'll be praying for him, his family, friends and colleagues.

I like the way this one was handled. Very professional.
The subject under arrest will get his due, in a court of law, where it should be meted out.
1. Attempting to flee or elude.
2. Careless/reckless driving.
3. Criminal property damage.
4. Aggravated battery on a law enforcement officer.

sandman who said he was from a "Third World Country?" did i miss something here? he may have some latino in him, but he could be an American. Why not just pray for the deputy, and pray that moreno gets a harsh sentance. not for hitting a deputy but for hitting a human being, and causing injury.

I seen this accident at both sites, airport and 41 and 951 and 41....that was crazy...and where i work there is some customers that come in that knew about it and one of them video recorded the criminal goin in to ambulance and he said the whole time they were loadin him he was sayin "it wasnt me", "it wasnt me"...how stupid is that, the cops are chasin you and he actually had the nerve to say that..so when i got out of work my trail for the end of the day actually went the same way the chase did just opposite direction,,,and they were doin the crime scene at both locations, and when i got to 41 and 951 i could see some of the blood i guess from the officer,,it was sad...just how can someone do that??? and its not about whos illegal and whos not white, black, hispanic, any race would do something like this it happens all over the world, so its not A RACIST thing. grow up...its just stupidity out of people...and its alllll over...but just pray for the family of the officer and hope he makes it through ok. it did say he was seriously injured so i hope he comes out ok...and for the dumb ass that did something like this, you need to suffer bad. putting ALL these NORMAL people in danger while you pursued your chase...hope you get it bad!

I know this deputy personally. Billy is one of the finest human beings I have met in my lifetime. He is in the hospital now. He got there because of this idiot. He was doing his job. The part in the article where it says that he has saved numerous lives is an understatement. Billy is, truly, a great American who cares about his job, his neighbors and the public in general. I know his condition at the hospital. It could be better, but it could be a lot worse. My thoughts and all of my prayers are with billy at this time. God bless you Bill!!!!

This is why ALL cars should be fitted with a sealed radio-controlled ignition module so police can simply punch in the tag number of any fleeing vehicle and kill the ignition.
This system would NOT require any new technology. It just needs to be put into law.
Although I personally abhor any type of "big brother" government, I would GLADLY let any Law Enforcement officer de-activate my vehicle's engine in an emergency by use of such a device.
Lives would be saved....and there is no realistic down-side from any practical loss of personal freedom which I can conceive of.
Eventually my idea will become law. I just hope it happens sooner rather than later.
Note: I personally know the officer who was needlessly run over today.

You spoke of his life saving accolades being an understatement, I would definitely agree. One of the lives he has saved was my daughter's.
We all pray that he will recover and return to the job that he truly loved, protecting us all from the bad guys.

Take a look at www.colliersheriff.org - they've listed just some of his criminal record here in Collier County.
Why is this piece of trash still out running the streets? It's a shame for the officer but hopefully this charge will put him away for a long, long time...

Billy is a good, decent, and honest guy. He always helps the new guys and is friendly to everyone. He is professional and people go to him for advice, even veteran cops, on how to do things right, and Billy steers them the right way. He doesn't mistreat or humiliate the bad guys, or the rookies, and people who know him respect him a lot. There is nobody any braver or more willing to put himself on the line to help someone else or just to get the job done. He represents the best in the profession. He and his family need our support now, and I am joining those of you who are praying for him.

I remember when Billy came up to east naples from Marco Island to work with us for a while. It was an eye opener for him. I spoke with him a lot, as I was one of the senior deputies on duty. He always maintained a great sense of humor and justice. He loved being in east naples and wanted to transfer permanently. The running joke about Billy was that he looked like a little boy (someone help me out here cuz I can't remember the name) like the little dutch boy. What a big heart and a great sense of justice he has.

I have enjoyed the privilege of working with Billy for the past 20+ years and can not say enough good about him and his professionalism…. He has always been a kind, caring warm person who went way out of his way to help those in a time of need…. At this scary time we all just need to pray for his speedy recovery.. Billy is one of finest Deputy Sheriff’s to appear on the roll of the Collier Co. Sheriff’s Office and I am all the better for being able to call him my friend… Hang tight, he is strong and will come through……. That’s what is does !!!!

I don't care about the p.o.s. who did this....he will get his justice. The point is that Billy is in a bad situation right now and we have to keep the positive mojo going for him.

Any one whose been on our local waters or remembers when Marco Island had the CCSO as it's Finest will remember Billy. He and Rocco were quite a pair, joking with you while they measured your snook and checked your fire extinguisher. He's a cop's cop.
I'm retired "off the job"...NJSP. What brother oficers do for one another in dire times like this is to doante blood. You may contact the NCH Blood Bank, or the Collier or Lee chapters of the Red Cross for info. "O" Positive is the "universal" type and is always needed, as is Rh Negative types (AB Neg the most valuable)
The patron Saint of Police Officers is Saint Anthony for those who choose to pray to a specific glorified saint. The family knows how much we care but blood and prayers carry strong weight in a cop family's eyes.
Protect and Serve....that's what Billy always did and will continue to do. Now it's time for us to help repay him for his 20+ years "on the job" looking out for us as neighbors helping neighbors!
Give your blood, shed your tears and say some prayers...that's what Billy and all of our local officers,deputys, fire and EMS need from the public they willingly protect 24/7/365.

Well I guess I am the only one in CC. that did'nt know "Billy" But I do still wish him and his family well. This also begs to question that when and for how long and for what do we authorize a chase that escalates to this level. I wouldn't think Mr. Pschigoda's family would consider a traffic stop worth their father and husband being laid up in a hospital. I know if it were my wife or one of my girls I'd be very upset that that they were laid up or dead because it became necessary to chase someone down for suspected reckless driving which leads me to believe that this was called in therefore I don't think the 1st deputy could of gave him a ticket unless he actually witnessed the reckless driving. I am not a 100% sure on this. IMO nothing like this traffic stop is worth this deputy or anyone else for that matter being injured over it.

I agree that is may not be worth chasing cars for minor offences, but this guy ran 3 red lights and was capable of hitting anyone. What if it was a child he hit or a group of people. We are LUCKY that people like Billy are out there protecting us from sick crazy freaks like this guy. He has no respect for life and thinks he can break any laws he wants. If he was an asset to society he would have been smart enough to not run from the police.

Brian, you are SO right! Billy has dedicated his life to protecting the citizens of Marco Island and Florida and you all should feel very grateful that you have officers like him working for your safety. I am extremely proud of my cousin for the work that he has done and I am praying for his speedy and full recovery. Lets all take a minute to send out a prayer for Billy...he is one of the good ones and the world needs him very much. (and so does his family).

This is for all the deputies, fireman & ems people who helped my brother today! I can't tell you how thankful I am. My brother devoted his life to helping people & he thinks the world of his brother and sisters who also puts there life on the line for everyone day in and day out. For me my brother Billy has been one of my heros and he is my best freind. Thank you all for your prayers

What part of the incident don't you understand? Dirtbag was driving recklessly and a deputy initiated a traffic stop. Dirtbag chose to continue driving even though he had numerous opportunities to stop. Cpl Pschigoda laid down stop sticks to flatten the tires on dirtbag's car. Dirtbag intentionally drove the car toward Cpl Pschigoda and struck him, severely injuring him. Other deputies continued chasing him. He had just committed attempted murder of a deputy and nothing should have broken off the pursuit at that point. Dirtbag is lucky he didn't get a 12 gauge slug to the head! There were probably too many innocent civilians on US 41.
Cpl Pschigoda is in the hospital because of dirtbag's actions. Dirtbag is in jail because of dirtbag's actions. Dirtbag's family didn't even stick up for him!
Stick to what you know...........................NOTHING!

Few year back in San Diego, one woman run from the police after they suspect she was drunk. After brief few miles the chase was called off because getting to dangerous to public. Few miles down the road the woman run into the ditch hurt herself badly. Her family sued the Police because they think if the police stop and arrest her daughter that accident would never happen. Guess whats? The woman family won and settlle out of court for hansome amount of money. So until then,the cop danm it they do and danm if they don't, allway some one out there try to tell them whats right or wrong thing to do their jobs. To the deputy's family, our though and pray with you. We do apprecite his service.

The article you have chastised me with not knowing or understanding was not the article I had read. The article you read was not what I had read. I have been a law enforcement officer for almost 18 years. Even though I don't work for the sheriff's office, I have worked alongside Billy many times and at numerous crash scenes. Billy is one of the most helpful individuals I have ever worked with. He always has a smile and is always 100% professional. Billy has earned my respect many times over and is a great friend.

About 15 years ago, CCSO pursued a juvenile across 41 into the outskirts of Dade Co.. The little puke ran over and killed a Sweet Water Police Officer that was attempting to stop traffic to prevent injury to the other motorists.. CCSO was sued for that one.. This day in age, we are going to be sued !!! The only control we have is who we want to file the suit… I would take the dead or injured dirt bag’s family on any day in court rather that the family of innocent motorist or officers that are hurt or killed..
Time to review the G.H.P policies on how to stop pursuits.. I think Rem. 870 is right up there with stop sticks !!!!!!!!!!!!!

I had the pleasure of working with Billy for over 10 years. We will be praying for him, and his family. He was always first to make us tired, bottom dragging, medics laugh on scene at 3AM, and the first to help us in whichever way he could. Case in point, during hurricane Wilma EMS was stuck on duty for 48+ hours, and attended oh so many many calls. I was thankful that I always saw Billy keeping our mutual EMS/CCSO generator filled with gas while he was on duty. THis may not seem like alot to the average Joe, but during such a time, even a simple light becomes a much needed creature comfort.
Please, do not defend this deviant, or pray that he finds Jesus (please give me a break with this already). BS, he is a gangbanging drug addict. He cares for no one but himself! He did not think of Billy, himself, pedestrians that may have been out on foot, or Billy's family when he ran him down. It infuriates me to think there are people out there praying for this waste to society. You cannot save them all, let's start with not saving this one. To Billy's family, you may ask any of us for anything you need. We pray for Billy a quick recovery.

Headshaker: I hate to focus on a minor point while a LEO lies in the hospital, but your plan to disable vehicles has a flaw.
What if the fleeing criminal has stolen plates from another vehicle? The only reason I mention it is that I had a plate stolen once. I assume that it was done to commit a crime and make positive ID more difficult. Back to the drawing board. Get well soon, Officer.

Throw the book at this guy....at least 6-months. So much for the habitual criminal status. Perhaps the judges and parole boards should show more concern for the safety of Collier citizens.

I went to middle school with Jesus. He was always a trouble maker but i didn't think he'd ever be capable of something like this. He was actually a good person back then. That was before the drug addiction took over him. Just goes to show you what drugs can do to someone's character.
I work at 5/3 bank and we were accepting donations for the deputy that was hit, and i got the pleasure of meeting some of his family when they came by. The last I heard he was making a slow recovery and was going through physical therapy a few times a week.
