Collier Schools reinstates director accused of belittling employees

A Collier County Public Schools director who was placed on three months probation for inappropriate interactions with employees was reinstated at the end of the school year.

Tom Petry, the district's director of technology, was reprimanded earlier this year for belittling employees, making racist and derogatory remarks, and for possibly having an inappropriate relationship with a district vendor.

Superintendent Kamela Patton said Petry, 28, did not receive proper managerial training when he assumed his role as the director in 2006. Petry, who some call a technology prodigy, got his start in the district when he was 17. He earns $106,140 annually.

"Tom has demonstrated a transition and maturation consistent with what would be expected of a young manager in a position to assume the responsibilities of running this department," according to a district report.

The three-month corrective action plan included training and development for Petry to respond to the findings of the investigation and work toward advancing the effectiveness of the technology department. It also provided coaching and mentoring for Petry in areas of leadership, strategic thinking, long range planning and budgeting.

"Tom has become more attentive to other person's ideas, concerns, and feelings," the district said in a prepared statement. "He has sought greater input from his colleagues. He has become more conscious of the legal and ethical consequences of decision-making and managing a large department."

Steve Bidelman, a technician in the district's technology department, spoke out against Petry at a School Board meeting calling him a bully. Attempts to reach Bidelman for comment were unsuccessful.

Other employees interviewed as part of the district investigation said they feared Petry would retaliate against them if he was reinstated.

Since the review, the district said there will be ongoing oversight of Petry. This includes meetings with those involved in his training and refresher seminars.

"The department has been fundamentally cooperative and has interacted positively and professionally with him, as he with them," the district said in the statement.

The district said Petry has always demonstrated a high level technical skill set, which has benefited the district. Petry was unavailable for comment.

An October 2011 investigation that resulted in the resignation of the director of transportation and the investigation involving Petry prompted Patton to be more proactive about management training programs for employees in top leadership roles.

"We'll always be stronger now because there will never be an assumption that people know certain managerial skills," she said.

My question is, who is the higher-up protecting him, or who is his daddy, because any one of us out here in the real world would have been summarily fired in this economy for having the wrong hair style let alone the things this guy has pulled! As long as you know some one high up and are not female. His track record for hiring women is not good. Actually it is poor since he does not do it often. I do not understand the excuse that he did not have proper management training. The offenses have nothing to do with management but the type of person he is. Too many of you non employees do not have a clue, nor will you, about what's been happening in and around CCPS. You will not see it in the media. And if things are reported, they generally are brushed on, and fade away.

99% of employees will NOT post here. The fear, threat and intimidation is that strong. When a person is afraid to exercise their GOD given, inalienable rights to express themselves, in a blog or thread, there's something amiss.

Lot of things and persons, not up to par over these many years at CCPS...

Most smart employees now, (since the administration has again, effectively shot itself in the foot), just do what they can. They collect their check, and go home.

This administration, and certain departments, have essentially mangled their employees morale, by their actions. They set the absolute worst examples, then expect loyalty and "give it your best" attitudes from the employees they are screwing ?

C'mon, the employees didn't get hatched under a cabbage plant....

Admin and taxpayers, you are getting what you pay for. The taxpayers are THE only one's who can effect change. And that is voting time. For Pete's sake, please vote the board out, with the exception of the one who did dissent, when the May meeting was held for the budget whacking.

CCPS is in for a bad ride for a long time it seems. Things will continue to get worse. I would give the admin 4.0 in maintaining what i call "eye wash".
The Cadillac gleams from the outside, whist inside, there is rust and rotting going on.

And why do the employees stay, if it's so bad out there ? They can't complain about anything, basically because of the "fear, threat and intimidation" factor that you can cut with a knife.

Or the economy and no place else to go.

Or nearing retirement, and "just trying to hang on, for dear life", hoping you don't get "terminated", or your contract ceases to exist, the next school year, etc etc....

Unfortunately.. a friend of mine was a victim of Faerbers as a boy..and he too killed himself :(

Administration at CCPS is NOT covered by ANY union. Just the good old boy network at it's best.

the school board is gutless. the people that were harassed and humiliated should file a lawsuit against the school district. it wouldn't be the fist time.tax payers should be use to it.

A couple of thoughts: seems as though CCPS ought to just hang a sign saying "We hire and keep bigots, sexists, and bullies, as we are an equal opportunity employer." I don't think a leopard can change or hide its spots for long, so I hope if he proves this is true, he is fired sooner than later. I sure would not want to be a member of this department and have to work with him again. Has he had to make any amends personally to the people he violated by making an apology or promising he will try to be a better person? Also, at the last June school board meeting, the board moved to extend Patton's contract by two years, thus giving her a five year contract since her first annual review determined she was an effective superintendent. Offering her the 2 year extension is premature, as just about anyone would look good coming in on the heels of Thompson, and the board should wait another year before voting to extend her contract. While Patton's start was positive, the way this Petry thing was handled certainly dampens the positivity. I believe the board will vote on extending her contract at the July school board meeting, but when I last checked,there is no date for the July meeting on the CCPS website. Don't know if it would do any good to publicly address the board about waiting, but is anyone willing to get on the agenda to address the board about waiting another year before extending Patton's contract for a total of five? Teachers used to have to wait 3 years before they were offered a PSC, now that doesn't exist anymore and all new teachers are annual contract and always will be, perhaps the superintendent should be as well.

No way to know the truth in this situation. Inside CCPS is is often seen as abusive to insist that an employee actually do their job. Directors are also promoted who have technical but no people skills. Entrenched incompetitants may be protected for various reasons. The whole system is toxic. Past School Boards have only made the situation worse by protecting toadies like Faebers and White.

who said keep him @ same rate of pay? Like I said, if I was FORCED to take him back, he wouldn't supervise anyone for a lengthy trial period. They (the school dept) have set themselves up big time here by knowingly putting an abusive boss back into a position of authority. First time he screws up, the $$ amount he will cost in a lawsuit far exceeds his current salary.

Food for thought, back when Faerber, the School Board Member got caught in the little boy sex scandal problem, then offed himself, his pc was confiscated by, guess what department ? I have a suspicion, that this may have something to do with the problem. But getting proof is another thing altogether. Ie. this may be why nothing is being done.

He's been here for about 11 years. An intern, then a paid employee, moving directly into a Manager, then Director positions. He is in management, and not in a union. His salaries were board approved.
In the private sector he would have been fired and sued.
He is still liable for personal lawsuits, and subject to filings that can be made to the Ethics
Commission, for potential violations of 2 Fla Statutes. Both of which, the district could not protect him from.

From the report, Section 2 Inappropriate Communication - "Evidence was brought forward showing you made highly insensitive remarks of a racial, ethnic, or otherwise inappropriate nature either directly to or in the presence of other employees. These comments or remarks include the following: Making derogatory jokes and comments about Mexicans and Cubans in front of employees. Making an anti-Semitic comment to a Jewish employee. Making vulgar and derogatory comments about the spouse of one employee and the girlfriend of another employee. Mimicking the sound that a hard-or-hearing employee makes when he can't hear what someone says. Mimicking the accent of a District employee in front of other employees in your department.
Under any circumstance, your behavior and comments were completely unacceptable, seriously disrespectful towards other employees in the dept to which you serve as the Director, and unbecoming of someone in your position or any position. WHILE YOU SAID THAT YOU COULD NOT RECALL MAKING ANY OF THE SPECIFIC COMMENTS OR SOUNDS REFERENCED ABOVE, YOU DID ACKNOWLEDGE THE POSSIBILITY OF MAKING INAPPROPRIATE COMMENTS IN THE CONTEXT OF A FRIENDLY, GROUP-LIKE ENVIRONMENT WHERE PLAYFUL BANTER MAY HAVE OCCURRED. How pathetic. And I know some very great and dedicated teachers that were harassed to the point of quitting at 2 elementary schools. They did NOTHING WRONG other than making too much in terms of years teaching. Yet this idiot is still employed? Where is the justice in that? Children will lose out in the expertise these teachers brought to the classroom, but at least the bigot will see to it that the computers turn on.

The timeline fits. It would explain a lot. Why he was hired at such a young age, why he was given such a large salary, why CCPS paid for the bulk of his education...and why he grew up to be a sexist bully.

It's really a shame the lawsuit against certain former School Board members was dismissed after Faerber shot himself at a local playground. At least now, with the Penn State investigation, administrators can be held responsible for knowingly covering up such heinous crimes. Our esteemed leaders got a free ride and it looks like the taxpayers are still paying for it.

Do they still have the portrait of Faerber hanging at the Taj Mahal?

After many years of observing this entity we call the "school district" operate, we should all have expectations that it, as an entity, will clean-up it's act. How silly of us as taxpayers to believe that merely electing new officials, or having those officials install a new "leader" over this arcane group that, internally, has changed little in it's attitude towards management and administration, will bring any real change. Protect the top, with whatever lie, cover-up, personnel shuffle, or laying off those on the bottom rungs that dare to talk of or expose this self serving entity. This beast was created many years ago. It survives by protecting those at the top. The ones that are capable of dancing, schmoozing, or convincing their way into importance. Someone mentioned the Faeber tragedy. There have been so many. As egregious as that incident was, covered-up for years by those who should have acted, the beast naturally protects it's own. In every case with those in power. The sad thing is that there is more of the same out there, right now, and people know it's going on. Preying on children, or employees, is dispicable. Yet the beast will protect itself.

He's been there since he was in high school. Did he go to college? Degree? Most director jobs require that you have some kind of higher learning like a Master's or Ph.D.

He was home schooled, has the college. No masters, no PhD. Unless violating the CCPS Bylaws counts toward that.

The timeline fits. It would explain a lot. Why he was hired at such a young age, why he was given such a large salary, why CCPS paid for the bulk of his education...and why he grew up to be a sexist bully.

It's really a shame the lawsuit against certain former School Board members was dismissed after Faerber shot himself at a local playground. At least now, with the Penn State investigation, administrators can be held responsible for knowingly covering up such heinous crimes. Our esteemed leaders got a free ride and it looks like the taxpayers are still paying for it.

Do they still have the portrait of Faerber hanging at the Taj Mahal?

Unsure about the portrait, I don't think so. But he is still enshrined on the plaques of all the schools built, while he was on the board. I would have taken the plaques down and had them redone, removing his POS name.
