OK, the hurricane shutters might not be up. We’re only looking at a cat one storm, after all. But generally speaking you’re ready for Fay. The Daily News is correct in stating that the public deserves a seat on the new oversight advisory panel. Presently the Pelican Bay Services Division along with volunteers of the Mangrove Action Group have provided the stewardship of Clam Bay and answered directly to the Collier County commissioners who appoint the board. The name Fifth Chair stands for the kibitzer’s chair. The kibitzer is a person who pulls up a chair to a table to watch four other people play bridge; he must not comment on the play but sit quietly to observe and learn.
