Ideally, submissions will include a photo of the fish and angler, location, type of bait or lure, fishing and weather conditions or a general description. Example: Marco Island, Jane Doe of Marco Island caught this 200-pound tarpon while fishing near Doctors Pass with live mullet on a calm morning.

It is illegal to lift a tarpon from the water in this manner for a picture. NDN shouldn't publish photos of protected species being mishandled this way.

It's only illegal possess(keep) a tarpon without a FL issued kill tag attached to it's lower jaw.
While any handling of a fish isn't natural, he isn't doing any life threatening damage to it by holding it it's lower jaw with the fish half in the water.
